I would like to experiment with semi permanent grey colours.
I have light brown hair and possibly level 7 colour ends.
Would I be able to achieve a similar outcome to the photo?
Or must I have blonde hair to achieve this type of colour?

For that shade, yes, you'd need very light hair. The tips at least would have to be inside of a banana yellow, but the rest would need to be very pale too. The only grey you can get over brown would be a deep slate grey.
