I put black semi-permanent dye on my brown hair, and it refused to stick to anywhere but this little portion in the front that is bleached from a long while ago. I do not understand how black would not stick on brown. I tried Manic Panic Raven a week ago, it only stuck on the bleached part, and now I tried Adore Jet Black, and it only stuck on the bleached part. I have the Adore Jet Black still in my hair, as I did it tonight (I do not see it in my natural colored hair, but it has to be there). Would it be okay to buy permanent boxed black dye and put it on my hair, even if there is some semi-permanent dye still on my hair?

It'll be fine. The one issue would be the bleached part. That has a good chance of going green. If it does, add some red. Also be careful as the condition of the bleached part could be affected. If anything, I'd leave it out and not dye it.
But can you see the pattern in what you were doing? The dye only stuck to the bleached part. Hair being naturally brown had no affect on semi dyes sticking or not. It's if your hair is virgin or not. Semi dyes just don't stick to virgin hair well. They need a little bit of damage.
