That's actually very easy to answer. Manic Panic Atomic Turquoise or Directions Turquoise diluted with cheap white conditioner over white hair. πŸ™‚

However, I just read your intro post and saw you're currently black. It isn't going to be easy getting from black to white enough for that turquoise. Could even be impossible. Just please don't reach for the bleach first as that's not going to do it! You'll need to use colour removers, up to three times, then any bleaching and toning can start.

I echo what JanineB said about the not rushing to that colour!  Follow the tutorials all around and the advice to get your hair lighter and if you are reeeeally impatient consider darker blues as the getting to white is laborious but has to be done right if you don't want to lose your hair.

Thanks guys! Yes ik black will be hard to remove I've been told many times u plan on doing this over a long break so I have time to get the black out. I'll have to look at atomic turquoise again because the times I had looked at it they all looked to green.

Any turquoise will look greener over a yellowy base. The secret is to get your base really pale and toned, which is easier said than done lol. Adding a little violet or pink to the turquoise will help prevent the green fade too.
You may have to settle for a greener or darker turquoise after permanent black though, if you have staining you won't be able to get it lighter than a pale ginger/gold. staining is properly permanent, cutting it off/growing it out  is the only option.

I don't think a "long break" will be long enough--it can take up to a year for black to come out completely, and even then some orange and yellow staining is possible.  Just make sure you have realistic expectations; you won't be able to do this in a week, possibly not even in a few months.
