I'm afraid I have no idea as I've never heard of the product.

I did find this page, but the English on it means next to nothing so I can't work out what you should do. http://weily.en.alibaba.com/product/633424366-213424852/Hair_fashion_decolor_powder.html I have to admit, it is kind of a funny bad translation!

I really can't work out if it's a bleach powder or a powder to remove artificial hair colour or what!

To be honest if you're not sure how to use it, don't use it.

My only guess is, you're supposed to use it with some pigment of some kind. I agree with Meeshy though, if you don't know how to use it, don't!

It looks like a supposedly permanent bright colour (mix with the double oxygen milk and mix 1:1.25 double oxygen milk ... I'm assuming that's hydrogen peroxide and that sounds like a permanent dye ratio).

It is safe to foil.

It must be washed out.

Darker hair will not dye as well as lighter hair.

That's about all I can get out of it.  Is your hair lighter at all, ayame_kuran?  Did it come with a bottle of developer liquid?  It sounds like it needs developer to activate and needs to be mixed at the 1:1.25 ratio.  You might have to buy the developer separately.

I've used this dye before, it's similar to another Japanese brand I use. It's like the Chinese version of it. You have to mix the powder with developer. The blues have a pink base, the greens are actually turquoise so keep it in mind when dyeing.

It's actually an excellent dye. I've also tried mixing it in my conditioner for when my hair is light enough, but they come off faster and last about 3 weeks.

If it doesn't work on your hair even after mixing with developer or conditioner, you did mention you're asian (like me) so maybe your hair isn't light enough. You'd need to bleach to a fairly neutral base.

Also, it comes in powder form because it's SUPER pigmented. I only use 1 teaspoon + conditioner and it covers my entire head of thick hair which comes down to my chest. In my profile photo, the darker, saturated blue in my hair is from this dye.
