Fixing ashy tones

Now my hair has faded a bit, there's a lot of ashyness happening in the lower half of my hair because of the dye I used previously which was a very ashy light brown/dark blonde. The top half is still a lovely chocolate brown, I'm not sure why the bottom is different? Maybe because it's more damaged, I don't know.

Is there anything I can do to fix this (preferably permanently)?

Probably nothing permanent, anything permanent will add more damage therefore making the result less likely to be permanent!

I would add some red to the ends. Treat it like a toner and dilute some red. Some people use tomato sauce to add some red.
