My purple has faded and I'm thinking of putting a manic panic green envy onto my hair. Will it cover the purple? Or do I need to bleach ? I have a number of different purple and blue dyes on my hair ATM, this is as washed off as it will get.

Green won't cover purple unfortunately. However, you're actually not far off blue in the parts it's still purple, so you don't need to fade too much.
You could try a strand test though, with a bleach bath. Often, purple that's bleached will turn green! I'd still go for fading with a harsher method or a colour remover before bleach though. There's definitely more fading that can be done.
