Actually I was able to achieve a slightly darker shade of that color by putting a medium blue over bleached to yellow hair.  It looked like this:

And that's with the dark lighting from being inside a pool hall.  So you don't have to get to white at all for that color.  I would strand test just in case to make sure you get the right color of course though.  🙂

I love looking at all this awesome hair, the multicolored pastel kind remind me of that Trix yogurt I used to eat! haha 😀

This is a friend of mine. I adored her bright hair stage during the summer.

She did have pink with blue tips, too, but there aren't any pictures of that. 🙁

One of the women working in the bead shop today had platinum white heavily layersed hair with all the tips of the layers bright, bright turquoise. It looked awesome.

I love your friends hair, how does she get it so big and neatly wavy! If it's naturally like that then dammit shes lucky D:
