Permanent colour over bleached hair - is it remotely safe?

You can use a permanent over bleached hair (I have put black over bleached red hair before), but you need to leave it at least a month since you last bleached it, and be prepared that the colour will fade down within a month--if you want the black to stay, then you will need to redo it again a month later.

Also, make sure your hair is in a good condition before you put a permanent colour over it.  You're going to be reprocessing the lengths, which is fine if they're in good knick, but if they're dry/broken/split ends, it's better to not subject them to any more processing, because they might melt or snap off.

Hmmm... A couple of weeks yet before it's safe, then. In the meantime,I'm tempted to just plonk on a gone-in-3-washes colour just to try and make it look less manky.

I know red on top is a bad idea from reading on here, but are there any colours you'd recommend in the meantime if I go down that route?

You will get a better, more long lasting result with a demi-permanent (28 wash)rather than a permanent as you don't need the lift a permanent dye gives. I would also go over the blue some orangey red to neutralise and fill before adding the black, this will help to prevent a muddy green fade.
If you can post a pic of your current colour and what you are ultimately aiming for it will be easier to advise.

This is from a couple of days back, two weeks and at least 20 washes after initially dyeing (My hair gets greasy very easily so I'm currently in a cycle of wash, condition, leave for 1-2 days then have to wash and condition again). You can't tell I'm a noob, can you? XP

I shampoo then condition normally (but should probably try reversing that?).

Yes, I am. I do have some stripper too, but not sure I should use that yet tbh. I used the H & S anyway before I bleached, though.

If you dye your under-layer, remember to wash your hair with your head upside-down to avoid the darker colour running onto your bright colour.

I think blue black over green would come out quite blue rather than a natural colour.
You will need to neutralise the green tones with the opposite colour first, (which will be an orangey red)if you want a natural shade of black/dark brown.
I think a dark navy with baby blue would look stunning though.

The blue is now all but faded (It's VERY light and only in a couple of small bits in the underlayers by my ears, which is only visible when I tie it up). I THINK I'm currently about a 8 or 9, judging by the tone charts I've seen.

Would you still advise I put a base colour on so either the blue-black or a chestnut-mahogany mix comes out looking OK? If so, am I right in thinking that the base tone would be orange-based for the blue black and an ash-type colour (read: green-based) of some kind for the latter?

So your hair is now blonde, and you want to go either black or mahogany? If you want black you will still need to fill first, but the mahogany can go straight over blonde as it is red based. You may need to do a couple of coats to get full coverage. (I am assuming it is a direct dye, not an oxidative one)

The mahogany and chestnut ones are those washes-out-in-three-washes ones.... if that helps? Would I still need to fill with a washes-out-in-three in a black or dark brown?

Well obviously you don't have to, but you won't get a black over a blonde base, it will be whatever the base colour in the dye is. The mahogany is likely to go strawberry blonde or gingery, so try a strand test to make sure it will be a colour you like.
