I currently have bleach blonde hair and trying to achieve the grey/silver look. Was recommended to go for a semi perm like loreal 9.11 yet after three attempts nothing is taking to it! Can anyone help? Would black plus clear help?

Try pravana silver. Its well pigmented.
It could also be that your hair is too dark. Posting a picture would help

What peroxide were you using with it? I would definitely avoid any further toning that requires peroxide. You can get a great silver/grey with direct dyes over bleached hair. The exact shades you will need to use will depend on how much yellow is currently in your hair.

Direct dyes are true semis, ie they don't need any developer (peroxide) so unlike oxidative dyes (ones that require peroxide to activate them) they are totally non damaging. All the dyes sold here at Beeunique are direct dyes.
Adding some lilac to that blonde would create a lovely silvery white, a bluer shade would make it more silvery. Do you want a darker grey? Pravana Silver, or Adore Platinum are darker shades.
