My sister's hair was blonde color and highlights and we dyesed it a Burgundy color and she hated it so we used a color remover on it a couple times and it took all the red out but it has a orangey hue to it can I use a high lift color on it?

If younused colour remover a couple of times, I suggest you let the hair rest first, as those removers dry out hair. Do some conditioning treatments first. Those high lift dyes have some bleaching functions, so I think it would damage hair at this point. You shouldn't rush things. Let the hair rest a while before you use some permanent dyes or bleach.
Well, this is my opinion. Let's see what others will say  *cheers*

It's been about a month or longer since we have done anything and I cut all the old blonde that was under the red color

You need to leave it for two reasons.

One you don't know how badly the hair has been damaged by the dyes you've already used.

Secondly, the colour can reoxidise if you redye too quickly and not all the dye has actually been removed. Oxidative dyes (such as high lift dyes that use peroxide) will make all of the shrunken dye molecules that didn't get washed out initially re grow and you'll be back to square one. You need to wash the hair a lot for a week, rinsing for a long time.

What result is she wanting in the end?

Ok, Well it really needs to be done very slowly then or you risk a lot of damage. You can use colour remover again to try and remove the orange.

You want to avoid using a high lift dye or bleach for as long as you can. They can sometimes almost set the staining in place and then it gets even harder to remove.

What shade of blonde?
