Going short - Question

I have had long hair for ages, it goes down to about my waist and I very much want to cut it shoulder-length, but I have a concern.
I haven't had my hair cut in ages, so it is very damaged (split ends, brittle...) It is also, for lack of a better word, very puffy. When i brush it it just puffs out in an ugly, static-y mess, and I wonder if it will stay this way if I cut it short?

That depends on how far up the damage goes. Cutting off the damage sooner rather than later will prevent it from traveling further up the strand. I'd get it cut then smooth it with coconut and argan oil if it's still frizzy. Just keep trimming off the damaged bits every 6 weeks or so and it will start looking much better.
