Sionce I have been changing my hair from black to platinum blonde I have collected lots of box dyes, currently sitting on my bathroom shelf.
I wanted to ask, could I use the color tube but mix it with 20 vol instead of the possible 30 or 40 vol devloper that they include for lightening ???
Also can the color in the tube out of the box be used as a toner if you add it to a conditioner ? or would it not do anything that way?

You can use a lower vol developer (I always use my own so i know exactly what strength it is) but you may not get the result expected, so always strand test first.
20 vol is still going to lift, you want 10 vol or even lower to make it into a deposit only dye

I really like the box dye its ash blonde/pearl but I expect it will have 30 or 40 vol developer in it, if I put 10 vol would I leave for the full time or half it just for a colour deposit.

could I use 10 or 20 vol with that, and do they give an instruction of how much developer to use?

I don't know what vol is recommended for the Koleston, you would have to ask at Sallys or ring the manufacturers, professional products don't always come with instructions.
You won't get the colour on the box, lowering the developer is likely to give a darker result, so always strand test.
TBH you will be better with a demi (28 wash) dye, (rather than a permanent) they work really well with lower vols of peroxide

Im sure I read that the box dye was only 28 washes, even though it says permanent. I dont think it tells you what the developer is.

just had a quick look on the website at the demi's seen one called Rusk deep shine demi. Instructions Standard mix: 1 part Demi Colour + 1 half parts Rusk

The formulation instructions say to use 1 part Demi Color to 1 1/2 parts Balancing Lotion. Whatever you are looking at was probably supposed to say "Rusk Balancing Lotion" but got cut off for whatever reason. Here is the link to the formulation chart PDF:
