Best toner for white hair

I've found my hair can be a pain to tone to white these days. My ends are whiter than white but the first few inches of my roots are this super super pale blonde but just not white.

I use Fudge Clean Blonde shampoo but I find it turns the porous hair lilac but isn't getting my roots white.

Directions white toner again, gets me close but no longer gets my roots white.

Directions lilac straight on my roots, I slowly washed it out and it did fade to white for maybe one wash or so and then back to off white.

I'm tempted to try Bleach London white toner as I've read some good reviews before.

It's just annoying as a year ago I could get all white and now I seem to be struggling.

Mix your own toner from the lilac so you can get the right concentration of purple for your roots! Just dilute with conditioner and strand test as you add lilac more until you get the the right concentration of lilac. If premade toners aren't getting the roots to white it's probably because they're a bit too dark.
