I am adding highlights to my very dark brown hair, and I want to tone the highlight with Wella T28 afterwards incase it comes out orange. Because it will be hard to put the toner just on the highlights with the method I’m using it will probably get on some of the dark hair. Will this lighten the hair or make it a funny colour, or will it have no effect?

It'll lighten it a bit. That will probably make it a bit gingery. This is because of the peroxide.
You'd be a million times better off toning with a direct dye of the opposite colour (purple if it's yellow and blue if it's orange toned) diluted with conditioner. This won't affect the brown but also won't damage your hair at all, unlike the wella toner.

It depends on the tone of your hair which blue it would be though. And the result you want.
