What now? Bleach more or tone tone tone?

Pictures of my hair currently:

This is about as yellow as it can get, plus fluorescent light is evil.

It has taken me 3 months to get to this.  My goal is to get it a nice even almost platinum blond, but I would be content with just something...not yellow lol.  I have done 2 All over bleachings, 1 highlight bleaching, and 1 spot bleaching. I'm pretty happy with the lightness of the top half, it reacts well with toners (even though, so far, they only last a wash or two) but the bottom half never really tones.

I heavily condition once a week, try not to use hot tools, I use sls free shampoo and occasionally shimmer lights purple shampoo (should probably use it more). My hair is naturally dark brown, and wavy/curly.  So far I haven't noticed a difference in the curl only more split ends since i started bleaching.

Should I bleach the bottom half/spot bleach again then tone? should I just tone and tone and tone? Will a permanent color stay longer and work as a toner?

I think you've got a really nice pale yellow tone. The only part you need to bleach is your regrowth (but you don't have a lot of it now)

Just tone it with a violet or ash base platinum blond dye. It's much better to use demi permanent toners cause they are much less damaging than permanent dye. If the hair turns out grayish/too ashy from the toner it will wash out.

The very best thing I can suggest to you, because I swear by it myself, is swimmer's shampoo. 
I too have very light bleached blonde, and have used the Shimmer Lights violet shampoo.  It didn't give me much of an effect and honestly toners don't last long, yah. 

What the swimmer's shampoo does is remove a buildup of chemicals and grime from your hair.  Normally I'd say just go with a clarifying shampoo but the swimmer's shampoo actually takes out the minerals and crap that makes your hair more yellow than platinum.  As the name implies, it's meant to remove chemicals like chlorine that would turn blonde hair dull, greenish or too yellow.
Try it out!  Since you're in the US, I'll suggest going to Sally or another similar beauty supply store.  I recommend Ion Purifying Solutions; shouldn't be too insanely expensive, around 6-7$ a bottle.  That's the one I use~

Honestly it makes more of a difference than any violet shampoos or treatments I've tried; my hair can be dull and yellow-looking, but once I wash it with the Ion a few times it's incredibly pale again!

Thanks for they replies guys.  I used my purple shampoo more, and touched up my roots.  I used an amazing cream lightener by ION for the roots.  In pictures it looks great. In real life it looks pretty good in outside and incandescent light, but under fluorescent it looks like gray and yellow streaks lol I think I will try out the swimmers shampoo and see what happens πŸ™‚

It was ION Creme lightener.  Looks like this:

It comes with two applications which is nice and you only have to use 20 vol developer.  I always use a shower cap to keep the bleach moist and active which may have played a part. I hope it works as good for you as it did for me πŸ™‚
