Opinions on how I can achieve silver-white

Hello, everyone! I am currently in the process of trying to get my hair a silverish-white color. I was inspired by the color Emilia Clarke has (the actor of Daenerys Targaryen) in Game of Thrones. After one bleaching and toning session, I have achieved a golden blonde color. I am using a 20 developer, blue flash bleach, and wella T10 toner. I also have purple shampoo and I will probably be using that once a week.

Photo attatchments are of my hair now, and the girl with white hair is my inspiration for this hair color I want

Firstly, bear in mind that she is wearing a wig. having hair that long and that light is not possible for everybody and is definitely a lot of work lol.
Your next step should be to wait a month, then bleach again. In all honesty a better bleach powder will give you more lift for less damage. I wouldn't use the Wella toner until your hair is at the desired level, if at all.
If a second bleach at 20 vol (lower if you get better bleach, 15 should be high enough) doesn't quite get you there you may need to bleach bath any dark areas.
Her shade isn't quite white, so you should be able to tone to that colour quite easily with purple shampoo/conditioner or violet dye diluted in conditioner. This is more gentle and sustainable than constantly using oxidative toners.

Just to check, this was virgin hair you did this on? It wasn't previously dyed?

Which bleach do you recommend?

I had about 3 inch virgin roots, and then bleached highlights below that

I use Matrix Light Master, but any of the good professional bleaches would be OK; Schwarzkopf Blondme, Wella Blondor, L'Oreal Infinie Platine etc.
