I retouched my roots (which grew out way too much) so I had to almost bleach my whole head again. Anyways that was about 3 or 4 weeks ago. Now the top of my head is not as blonde as the rest. It's not really orange but just not as light as I want it. I bought wella t18 so if I tone it with that will it come out matching the rest of my head or should I try something else?

I don't think many people on here use the Wella toners as they have to be mixed with peroxide (and contain ammonia) so they cause cumulative damage each time you use them, and because damage makes your hair more porous they last less time each time you use them. Most people here either use purple shampoo or make their own toners by mixing small amounts of direct dye, (blue to counteract orange tones or violet to counteract yellow) into conditioner so that it can be used frequently without causing damage).

I use t18 but I feel like your hair is to dark to put toner on, it won't do anything

Yes, I should add, it does look too dark to tone with T18. Purple shampoo should take down the yellow somewhat and give you a more ashy tone
