So I am having a bit of trouble achieving the kind of blonde I want... If doing it myself continues not to work I will go to a salon, but I want to be sure of what to tell them. Often they just send me away with highlights and purple shampoo.
It's never the colour I really want. So I did something super dumb, and bought 10.1 lightest ash toner with some cream developer. I mixed it by the book, 2:1 developer:toner, and left each section on for 25-30 minutes.
It did N O T H I N G. Literally nothing, to the lengths of my hair. Like they are exactly as they were, as if I'd just put conditioner in my hair.
Here is a picture of my hair after toning it (twice) with this method. (Photo 1) still bloody goldylocks.
It did, however, turn my mid-blonde(gold) roots a wonderful Ron Weasley colour:

Why and how and please feel free to offer wisdom as I clearly have none!!! Is my natural/root hair not light enough for a toner? Do I need to get it lightened before adding an ash toner?

Can you tell us what level of developer you used? was it 10 vol, 20vol, etc... I suspect that the already bleached areas stopped lightening as it so often happens. The last bit of yellow can be extremely stubborn but toning them with this type of toner will only further damage your hair and wont get rid of the yellow. you can try leaving purple shampoo on them for some time, I usually leave it on for 30 minutes. Just dampen your hair and then place it as you would dye. You can lather it a little bit but i prefer to just leave it as is.
As for the orange color, that is because the developer lightened your hair but not enough to get it to yellow. Everything that has to be mixed with a developer will lighten hair so i recommend you do not use it on the areas that have not been previously lightened unless you want more red in your hair.
