Making bleach less strong?

I was thinking about bleaching part of my hair, that is light brown, to later dye it.
The pack I'm probably buying comes with a 30vol bleach, is there any way I could make it weaker and less damaging for my hair, like bleaching with damp hair or adding water or conditioner to the bleach? I'm afraid that could cause some kind of quimical reaction, so is it possible? Thank you for the help!

You can also make it into a bleach bath by adding shampoo. i usually add the same amount of shampoo as peroxide, others add the same amount of shampoo as the made up bleach mix. Either way it dilutes the peroxide from 30 vol to a maximum of 15.
