Lowlights on highlift tint

I'm doing my sisters hair, she has been having a full head of wella 12/89 but now her hair is too blonde and she wants to break it up with some lowlights base 7 or 8.
I took a test piece last night and used wella color touch 8/73 with CT developer 1.9 but when I washed it off it was dark and Khaki.

She used to have bleach high lights and I lowlighted them before with no issues but I'm not sure if you have to do something different with high lift tints.

Any suggestions on why the 8/73 when khaki and any ideas what I could use instead?

Because she is so light you'll most likely need a filler to add some warmth back in so that you can use the 8/73, if you google something like blonde to dark filler or pre-pig you'll find explanations of it, I'm not really confident in explaining it myself! The way I've been led to believe it is that anything above a level 10 needs red tones adding to counteract the green tones in a brown (or dark blonde) dye, but I'm not sure of the best way to go about that so best if you google it!
