Kind of complicated hair lightening?

Hello.  I have boob length hair and about half of it is virgin dark ash brown hair, while the bottom half is jet black henna/indigo dyed hair which will never come out.  I am wanting to do a style that is a darker ashy blonde, around shoulder length so I can chop off all the black and be left with the virgin hair thats blonde.

My issue is I'm really wanting to do a coconut oil pre-treatment before ANY bleaching because I've read all the good results from it and I want to reduce damage.  But I'm not sure how a stylist would take it, and I don't have a lot of money to pay for a complicated and damaging procedure.  I was thinking I could do the coconut oil, then do a frost and glow kit or just a bleach kit, then go into a stylist to cut off the black ends?  I can't discern, even in sunlight, where the virgin hair actually ends and the black henna'd/indigo'd hair begins, so I would have to bleach mostly all but my ends to find out.

Would I have to avoid getting bleach on the roots till the length is lightened a bit then drag some through, or would it be okay on virgin hair to apply evenly?

Here is a picture of my hair, the virgin hair in the sunlight (dotted line shows a guess of where my virgin hair is) and also the look I'm going for.

I think you'll have to get it cut slightly shorter than that style in the final photo, but you should be able to coconut oil and use a blonde dye at home very effectively.  You'll want to lighten the lengths first and then put the bleach/dye on the roots for the last 10-15 minutes, as the heat from your head will cause the roots to process more quickly.

So I should coconut oil, bleach, then should I shampoo or just rinse before adding toner or dye?  And to achieve the ashy blonde color, should I use a dye or just a toner like Wella T14?

Coconut oil for at least an hour (don't rinse it out)
Apply bleach over the coconut oil (lengths then roots)
Tone with silvering shampoo

If you choose to use full strength bleach, you can only do this once a month without compromising the integrity of your hair, but bleach baths can be done once a week to once every two weeks (it's a more gradual lightening process, and therefore gentler on your hair).  You will want reconstructor and a decent moisturising conditioner either way to repair any damage that's been done to the hair via bleach and keep it strong and healthy.

I apply to roots right after I have covered all the lengths or do I wait until the lengths turn a diff color?  And is it good to use 20 developer?

20 vol developer is great.  Apply all over the lengths from about an inch off your scalp, then apply to the remaining roots.  Try to do it in a warm room--bleach needs heat to be active.
