Is this light enough to use a toner for the brass?

Yup, if you mix your own toner you can always mix one the right strength to tone down the yellow. It won't be white blonde but you can tone it to a more neutral blonde.

I do want the end result to be a platinum baby blonde, not white but very light. could I tone it now in order to make it look nicer, then in 4-6 weeks after recovery time, bleach and tone again?

Yeah that's what you'll have to do, you've got a good start, a couple of bleach baths should get it light enough.

Your hair looks like it still has some orange tones in it so I'd recommend using a blue semi-permanent dye heavily diluted in conditioner to tone it until you can bleach again, ideally with at least a month between full bleaches and at least a week between bleach baths.

I think I do want to go all the way white or silvery blonde...can I tone this shade? I achieved this with one full bleach and one bleach bath. Will I get a whiter result with Wella T18 or MP Virgin Snow?
