How to get my hair as white as possible for pastel colors?

We don't really use permanent toners here, apart from a very small handful of members.

Was the toner you used a permanent/demi or a semi (did it need to be mixed with developer or "activator")?  When was the last time you bleached?

Pastels work best over whitish hair or silvery hair; what shade are you ultimately aiming for?

I used Solfine natural color beige toner which i think is a permanent toner... it needed to be mixed with a 8 volume developer/activator and left on for 10-15 minutes.
I last bleached it 4 days ago.
I want to have whitish hair, that's what i'm aiming for to get that really nice pastel colors but if i need to re-bleach to do so i'd rather wait a good while to let my hair "heal"
Could i use the T18 wella light ash blonde toner even though i just toned it? would it make a difference or is that a big no no? Would it harm my hair further?

If you have to mix it with developer then no, please don't use it. Developer is peroxide/bleach, so you'd be bleaching your hair again only four days after already doing it. As you say it's best to let your hair "heal" - the recommended time is at least a month. In the meantime, you could try using a toner like the ones Beeunique sells - they do not need developer - or mixing your own using a spot of violet dye mixed into white conditioner, or wash your hair for the month using a silver shampoo like Bonacure.

The darker areas will need lightening further, but the parts that are already white should not be subjected to any more chemicals. What colour was it before the toners?

hmmm, it's really difficult to tell because i don't know if its just the photo but i took a few more.
My hair before was amber/blonde, i guess strawberry blonde and that's my natural color if that helps.
When i bleached it it came right to that paleyellowy blonde they say it should and then i applied the toner. I'm not sure if i didn't saturate it enough when applying the toner, or if its because i have curly hair that it looks like there is darker and lighter areas? some areas appear to have more golden in the strands if that makes sense.

the first one is my hair tied up,the top of my head.
the other my hair is undone.

There is no point toning until it is all light enough, toners just alter the tone of the hair, (hence the name lol) they are not designed to lighten. They will take out the orange/yellow tones and leave a cool blonde like you have now.
I would wait a month and then spot bleach the darker areas with a low vol bleach.

Yes, no higher than 20, 10-15 vol should be plenty to just lighten a couple of levels.
I wouldn't recommend a toner that needs peroxide straight after bleaching.  It is just extra damage for no reason. A toner like Virgin Snow is actually conditioning, so ideal for using straight after bleaching. I have never found the pre-mixed white toners to be strong enough though, so either add a little more violet to the Virgin Snow or make your own toner with violet dye and white conditioner. I prefer to make my own, that way i can control the colour and the strength and tailor it to the hair I am toning.
