Does Developer "expire"?

I'm planning on buying a 64oz jug of 20 vol developer. That being said, it'll take me a while to go through it because I plan on using it to just touch up my roots when need be. What I'm wondering is if the developer will lose it's "power" over time, if it's just sitting for months and months (in a cool place).

Yes they will eventually expire but if it's sealed and kept away from heat, sunlight, extreme cold etc then you should be fine if your talking months rather than years.  To be on the safe side you are best checking with the place you are buying it from as they should be able to give you a good idea of the max shelf-life for that brand.

yes it will expire because of oxidation and oxygen getting into the bottle.

Many has instructions on the, goldwell's tophic lotion for example expires after it's been opened 2 years

That seems to be around the norm as two types I have used in the past stopped working well around 18 month to 2 years after first use.
